Could Rangers revisit reported Rekeem Harper interest and hijack Celtic?

Celtic are reportedly interested in signing West Brom’s teenage midfielder Rekeem Harper – months on from when Rangers were first linked with him.
The 19-year-old is reportedly in high-demand with the likes of newly promoted Norwich and Tottenham also interested. The Daily Mail reported he attended Parkhead on Sunday.
With his contract expiring at the end of the season, the player has a big decision to make. But could Rangers yet hijack a deal?

Rangers were linked with Rekeem Harper by the Express & Star back in November. The report claims Rangers wanted to use the player as a bargaining chip in any Baggies pursuit of Gers captain James Tavernier.
West Brom’s interest in Tavernier was first reported on at the beginning of the season. There have been continued reports about the club’s interest in the player, the most recent coming as early as May this year [Birmingham Live].
But with Harper’s contract up at the end of the season, should the Baggies move for Tav, the midfielder could no longer be used as a bargaining chip.
Why Rangers and Celtic might be leading any charge for the player comes down to development fees. English clubs have to pay a considerably higher development fees for English youngsters than Scottish clubs do.

If Rangers remain interested in the player, they appear to be running out of time to sneak in in front of Celtic.
