Nils Koppen made a pledge when he joined Rangers that the club would look to poach more Scottish Premiership talent after years of letting young players slip through their fingers.
Lewis Ferguson recently spoke about Uncle Barry in comments which highlighted Rangers’ failure to land the former Aberdeen midfielder before a move to Bologna.
Josh Doig is another linked to Rangers that the club failed to pick up before he moved to Italy.
Koppen presented a 14-point transfer plan upon joining Rangers with signing the best young Scottish talent near the top of the list.
The Ibrox technical director has also promised that Rangers will sign at least one homegrown talent per season.
So far, Koppen has stayed true to that promise and now one rival Scottish Premiership chairman has confirmed preliminary talks with Rangers over one of the division’s stand-out players.

Rangers in transfer negotiations over Dundee star
Rangers and Dundee haven’t always seen eye-to-eye in recent seasons.
The Dee’s infamously unreliable email inbox is probably the source of the issues, with John Nelms & co central to Celtic’s dodgy title award during Covid.
But Dundee’s American chairman has confirmed that he has held early talks with Rangers CEO Patrick Stewart over the transfer of Lyall Cameron.
Rangers agreed a pre-contract move for Cameron in the January transfer window but will need to pay Dundee a development fee when the 22-year-old joins this summer.
Tony Docherty described Cameron as ‘fantastic’ back in February with the midfielder a crucial player at Dundee this season, netting 10 goals and laying on eight assists.
If the two clubs cannot agree a fee the case will go to tribunal and Nelms claims that both Dundee and Rangers have been working hard to avoid that eventuality.
“There has been a small conversation,” said Nelms when asked if Dundee have spoken to Rangers (Daily Record). “A very, very preliminary conversation.”
Rangers keen to avoid Lyall Cameron Connor Barron repeat
John Nelms claims that Rangers are eager to avoid a repeat of the Connor Barron fiasco which ended up at tribunal with Aberdeen.
The Dons were furious when Barron opted to move to Rangers last summer at the end of his contract, with the two clubs butting heads over a development fee.
Eventually, a tribunal ruled Rangers must pay Aberdeen £639,920 for Barron with £250k in add-ons and a sell-on fee attached to the deal.
Aberdeen CEO Alan Burrows was outspoken about the tribunal throughout and dragged the negotiations out into the public sphere on multiple occasions.
Rangers won’t have to pay quite so much for Cameron given Dundee don’t have an ‘elite academy’ but nonetheless Nelms insists Rangers are eager to avoid a repeat of a tribunal this time around.
“I don’t think they want to go to a tribunal,” Nelms explained.
“The last tribunal was very well publicised and our lawyers know all the details. So we both have different views probably and neither one of us want to get there, so hopefully we will come to a resolution on that.”
With Lyall Cameron set to move to Ibrox later in the year, Josh Mulligan has also been linked to Rangers with the Dundee star impressing watching pundits.
