Stewart has spent the second half of the season on loan at Aberdeen after impressing with Kilmarnock in the opening months of the campaign.
During his time at Rugby Park, he scored eight times in 16 appearances and contributed a further seven assists before he was recalled by City.
Following his recall, he was almost immediately sent on loan to again to Aberdeen, where he had also spent the previous season and impressed.
After originally joining Birmingham from Dundee in 2016, Stewart made 22 appearances for the Blues but failed to score.
Rangers have already secured the signing of Jordan Jones and Jake Hastie on pre-contracts and adding Stewart would give Gerrard’s side more depth as they look to push Celtic for the title.
